Certified Volunteer Policing Leader (CVPL)
Identify yourself as a professional volunteer policing leader

The Certified Volunteer Policing Leader (CVPL) designation was established by the Volunteer Law Enforcement Officer Alliance (VLEOA) to ensure that individuals identified with the designation have the knowledge, skills and abilities to be considered a professional and leader in volunteer policing.  Those who hold the CVPL designation are prepared to help their volunteer policing organizations in the prevention of crime, serve as a bridge between the police and their communities, and manage successful volunteer policing programs.
 

Credential
Upon successful completion of all requirements and official notification of approval by the Board of Directors of the VLEOA, the candidate may use the CVPL designation following their name.

Requirements to Earn CVPL Designation

  1. Membership in good standing in the Volunteer Law Enforcement Officer Alliance.

  2. Documentation of at least five years of professional full-time policing or volunteer policing experience.  As an international organization, VLEOA accepts experience from countries throughout the world.

  3. Documentation of a supervisory, managerial, or leadership role within full-time or volunteer policing for at least three years or leadership experience in any organization that can be presented for review.

  4. Documentation of one of the following: 1) no less than one VLEOA International Training Conference as a participant, session leader, or speaker, or 2) confirmed registration at an upcoming conference and documentation of past participation in state, regional, national, or international policing conference(s).

  5. Successful completion of on-line self-paced web-course with readings, and submission of an essay of not less than 1500 words within six-months of application. Submission of the essay requires pre-approval of an essay synopsis/abstract. The essay will be reviewed by a panel as determined by the VLEOA Board of Directors.

  6. Applicants can submit a request for a waiver of any of the above requirements to the VLEOA Board of Directors with documented evidence.

Application Submission
Applicants must submit a completed application along with application fee and supporting documentation.  Supporting documentation includes resume, and a copy of appropriate certifications, degrees, diplomas, or designations.

CVPL Application Fee and Sustained Credentialing
Member of the VLEOA: $195.00 (*this is a lifetime fee for certification, unless the individual fails to participate in at least one VLEOA conference every five years during certification, or fails to maintain their VLEOA membership)

If conference attendance lapses the following additional fees and requirements will apply every five years: 1) additional fee of $150 due for credential review; and 2) submission of additional documentation showing involvement in volunteer policing leadership and training (the credentialing review will examine submitted proposed credit for physical security, security related, management, and first responder seminars in addition to regional conferences related to volunteer policing.  Serving as an instructor of record, speaker, or panelist for courses or conferences relevant to certification will also be considered).

The application fee (plus participation in one VLEOA conference every five years, or additional $150 five-year review fee) allow the member to use the credential of "CVPL" as long as they are a member in good standing of the VLEOA (without membership lapse of more than 30 days).

If membership in VLEOA lapses, or if membership is no longer in good standing, the CVPL designation is terminated.

Waiver of Liability

For and in consideration of good and valuable consideration, including, but not limited to, Certified Volunteer Police Leader (CVPL) certification and training, the receipt and sufficiency of which is acknowledged hereby, I hereby waive my rights to all claims for injuries that I may sustain arising out of the instruction or any subsequent activities arising therefrom. I further agree to hold harmless the Volunteer Law Enforcement Officer Alliance (hereinafter “VLEOA”) and its officers, agents, and employees for all injuries, be them physical, fiscal or otherwise.

I do hereby fully release and discharge VLEOA and its officers, agents, and employees and its officers, agents and employees from any and all claims from injuries, including death damage or loss, which I may have as a result of this course. I have read and fully understand and agree to the above stated conditions of participation in this certification program.  By participating in this training and subsequent certification you indicate your acceptance, you understand, agree, warrant and covenant as follows:

1. REGISTRATION AGREEMENT AND LIABILITY WAIVER (the “Agreement and Waiver”)

Authority to Register and/or to Act as Agent. You represent and warrant to VLEOA and its officers, agents, and employees that you have full legal authority to complete this training and certification on behalf of yourself and/or any party you are registering (the “Registered Parties”), including full authority to make use of the credit or debit card to which registration fees will be charged.

2. Waiver.

YOU UNDERSTAND AND AGREE THAT IN CONSIDERATION OF BEING PERMITTED TO PARTICIPATE IN THIS TRAINING AND CERTIFICATION, YOU AND ANY REGISTERED PARTY, THE HEIRS, PERSONAL REPRESENTATIVES OR ASSIGNS OF YOU OR THE REGISTERED PARTY DO HEREBY RELEASE, WAIVE, DISCHARGE AND CONVENANT NOT TO SUE VLEOA AND ITS OFFICERS, AGENTS, AND EMPLOYEES FOR ANY AND ALL LIABILITY FROM ANY AND ALL CLAIMS ARISING FROM PARTICIPATION IN THE TRAINGING AND/OR CERTIFICATION BY YOU OR ANY REGISTERED PARTY.

3. Limitation of Liability; Disclaimer of Warranties.

VLEOA AND ITS OFFICERS, AGENTS, AND EMPLOYEES SHALL NOT BE LIABLE FOR ANY DIRECT, INDIRECT, INCIDENTAL, SPECIAL OR CONSEQUENTIAL DAMAGES, RESULTING FROM (A) THE USE OR THE INABILITY TO USE VLEOA AND ITS OFFICERS, AGENTS, AND EMPLOYEES OR (B) FOR THE COST OF PROCUREMENT OF SUBSTITUTE GOODS AND SERVICES OR (C) RESULTING FROM ANY GOODS OR SERVICES PURCHASED OR OBTAINED OR TRANSACTIONS ENTERED INTO OR (D) RESULTING FROM UNAUTHORIZED ACCESS TO OR ALTERATION OF YOUR TRANSMISSIONS OR DATA, INCLUDING BUT NOT LIMITED TO, DAMAGES FOR LOSS OF PROFITS, USE, DATA OR OTHER INTANGIBLE, EVEN IF VLEOA AND ITS OFFICERS, AGENTS, AND EMPLOYEES HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. YOU EXPRESSLY AGREE THAT USE OF THIS TRAINING COURSE AND CERTIFICATION ARE AT YOUR SOLE RISK. VLEOA AND ITS OFFICERS, AGENTS, AND EMPLOYEES IS PROVIDED ON AN “AS IS” AND “AS AVAILABLE” BASIS. VLEOA AND ITS OFFICERS, AGENTS, AND EMPLOYEES EXPRESSLY DISCLAIMS ALL WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WITHOUT LIMITATION ANY WARRANTY OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE OR NON-INFRINGEMENT.

VLEOA and its officers, agents, and employees makes no warranty that VLEOA website services will be uninterrupted, secure, or error free. VLEOA does not guarantee the accuracy or completeness of any information in, or provided in connection with, the VLEOA site. VLEOA and its officers, agents, and employees is not responsible for any errors or omissions, or for the results obtained from the use of such information. 4. Indemnification.

You agree to indemnify and hold VLEOA and its officers, agents, and employees harmless from and against any and all damages, costs, claims or demands, including reasonable attorneys’ fees, made by any third party due to or arising from or relating to your use of VLEOA and its officers, agents, and employees services.

5. Applicable Law; Consent to Jurisdiction.

VLEOA (excluding linked sites) are controlled by VLEOA and its officers, agents, and employees from its offices within the State of Florida, United States of America. By completing this event registration, both you and VLEOA and its officers, agents, and employees agree that the statutes and laws of the State of Florida, without regard to the conflict of laws principles thereof, will apply to all matters relating to this event registration, this Agreement and Waiver, the Terms of Use or other use of the VLEOA sites. You agree that exclusive jurisdiction for any dispute with VLEOA resides in the courts of Orange County in the State of Florida and you further agree and expressly consent to the exercise of personal jurisdiction in the courts of Orange County in the State of Florida in connection with any dispute including any claim involving VLEOA and its officers, agents, and employees or its affiliates, subsidiaries, employees, contractors, officers, directors, telecommunication providers and content providers.

6. Severability.

You further expressly agree that this Agreement and Waiver is intended to be as broad and inclusive as is permitted by the law of the State of Florida and that if any provision of this Agreement and Waiver shall be found to be unlawful, void, or for any reason unenforceable, then that provision shall be deemed severable from this Agreement and Waiver and shall not affect the validity and enforceability of any remaining provisions.

BY PARTICIPATING IN THIS CERTIFICATION PROGRAM, YOU ARE AFFIRMING THAT YOU HAVE READ AND UNDERSTAND THIS AGREEMENT AND WAIVER AND FULLY UNDERSTAND ITS TERMS. YOU UNDERSTAND THAT YOU ARE GIVING UP SUBSTANTIAL RIGHTS, INCLUDING THE RIGHT TO SUE. YOU ACKNOWLEDGE THAT YOU ARE SIGNING THE AGREEMENT AND WAIVER FREELY AND VOLUNTARILY, AND INTEND BY YOUR ACCEPTANCE TO BE A COMPLETE AND UNCONDITIONAL RELEASE OF ALL LIABILITY TO THE GREATEST EXTENT ALLOWED BY LAW.
