Singaporean Auxiliary Police Officer was first to report leak at Police Coast Guard base.

What the officer and others though was water was actually 23 tonnes of diesel oil leaking into Singapore’s southern waters. The marine diesel, which appears as a waterlike, clear, transparent liquid, was finally noticed and stopped several hours later.
